Philadelphia contractor sentenced to state prison for defrauding Berks couple

He also was ordered to pay the Birdsboro couple $3,176 in rerstitution.

A Philadelphia contractor was sentenced Friday to one to five years in state prison after admitting he took a Birdsboro couple’s money without doing any work on their home.

Ryan P. McHugh, 41, pleaded guilty before President Judge Thomas G. Parisi to home improvement fraud and was ordered to pay $3,176 in restitution to Brett and Chastity Boyer.

McHugh’s sentence will run at the same time as a four- to- eight-year term he received in February in Philadelphia for aggravated assault by vehicle while driving drunk.

According to authorities:

McHugh contacted the Boyers in June 2016 to discuss a quote for a project the Boyers submitted through BuildZoom, identifying himself as the owner of Exclusive Home Remodeling LLC in Philadelphia.

McHugh then visited the Boyers’ home in the 100 block of South Spruce Street twice to discuss the envisioned renovations. On July 3, 2016, he presented a three-page “contract estimate” and asked the couple to pay half of the total project cost of $9,195 as a downpayment.

Chastity Boyer wrote McHugh a check for one-third of the amount, $3,176 and he cashed it two days later.

McHugh visited the Boyers’ home on July 5, 2016, to do some measurements, but then never returned. He also didn’t arrange to have the work completed by another contractor and didn’t return the money, despite repeated calls and email requests from the Boyers and Birdsboro police.
